The city of Norfolk provided Thompson and Heutte with 75 acres of high woodlands and another 75 acres of creek reservoir to create the city garden. In less than a year, part of the bush was cleared for planting. By March 1939, four thousand azaleas, two thousand azaleas, thousands of bushes and trees, and a hundred bushels of daffodils had been planted.
