The idea to eventually become Norfolk Botanical Garden came from Norfolk city manager Thomas P. Thompson and young horticulturist Frederic Heutte in 1935-1938.Norfolk Botanical Garden had a passion for rhododendrons and thought the climate of Hampton Roads would be perfect for them. Thompson and Huett think Norfolk could support the azalea garden to rival Charleston, South Carolina, which attracts thousands of visitors each year even during the depression. The city of Norfolk provided Thompson and Heutte with 75 acres of high woodlands and another 75 acres of creek reservoir to create the city garden. In less than a year, part of the bush was cleared for planting. By March 1939, four thousand azaleas, two thousand azaleas, thousands of bushes and trees, and a hundred bushels of daffodils had been planted.
