According to the Ground Lease and CCRs that the City of Santa Barbara and the developer, Reininga Inc., negotiated with the assistance of the City of Santa Barbara Redevelopment Agency and the Santa Barbara County Arts Commission, Center Stage Theater was constructed in 1989–1990 as a component of the Paseo Nuevo shopping center. (The current Contemporary Arts Forum building, which is located across the terrace from CST, underwent the same technique.) An alliance of non-profit performing arts organizations established Artspace, Inc., which runs the Center Stage Theater, in 1989 with the specific purpose of managing the newly constructed theater and advising the developer and architect on how to design the space to accommodate performers and presenters' real needs.
