Established Celia Hammond in 1986 with the intention of opening a low-cost clinic to control the population of feral cats. They believed that if she could spay or neuter a sufficient number of pet cats, fewer would be abandoned and become feral on the street. Their goal was to make neutering affordable for everyone who owned a pet because the cost of doing so at the time was relatively high and out of reach for many pet owners.
